Brief Abstract

Dr. Kaye Shelton and Dr. Karen Pedersen will facilitation small group discussions with HBCU Summit participants on first steps in applying the OLC Quality Scorecard at their institution.


Kaye Shelton, Ph.D. is a Professor of Educational Leadership in the Center for Doctoral Studies in the College of Education at Lamar University. Previously as the Dean of Online Education for Dallas Baptist University, she led the development and ongoing operations of their online education programs with over 55 majors and degrees offered fully online. She is certified as an online instructor, teaching online since 1999, and also an online education consultant. Winner of the both the Blackboard and eLearning exemplary online course awards, she has published over 40 articles and book chapters in the field of online education, including a coauthored book entitled An Administrator's Guide to Online Education. Dr. Shelton was also awarded a Sloan-C Effective Practice award for her research on the Quality Scorecard for the Administration of Online Education Programs, the John R. Bourne award for Outstanding Achievement in Online Education and the NCPEA Morphet Dissertation award.  Dr. Shelton has been involved with research in online education since 1997 and has spoken at numerous conferences and workshops and advised peer institutions regarding the creation of an online education program and best practices for teaching online and faculty support.  Recently, Dr. Shelton has been involved in the national and international use of the OLC Quality Scorecard for the Administration of Online Programs as it has been adopted by institutions in Latin America. She is also an Online Learning Consortium Quality Scorecard program evaluator and teaches workshops regarding its implementation.  
Dr. Karen Pedersen currently serves as Dean - Global Campus for Kansas State. Prior to joining K-State, Karen acted as the Chief Knowledge Officer for the Online Learning Consortium (OLC). Dedicated to excellence in online learning, the consortium is the leading professional organization devoted to advancing quality online learning by providing professional development, instruction, best practice publications and guidance to educators, online learning professionals and organizations around the world. Previously Pedersen served as the Associate Vice President for Extended Campuses at Northern Arizona University. In this role she was responsible for leading a system-wide enrollment management transformation as well as managing marketing, technology, and academic operations. With a focus on operational excellence, Pedersen served as the Lean champion for Extended Campuses launching a train-the-trainer approach to realize process improvement within the division. She also served as the Vice President for Professional Studies at Southwestern College (Kansas) for eleven years. Her responsibilities included envisioning and building an online program from the ground up, including seeking regional accreditation approval, as well as launching over 25 innovative online degree programs. Additionally, Pedersen had responsibility for expanding military partnerships, engaging in strategic infrastructure projects, and positioning the institution in an enrollment growth trajectory. Pedersen also held the academic associate and dean roles at Upper Iowa University’s Extended University. In these roles she was responsible for curriculum development, academic issues, learner success, as well as faculty hiring, training, and evaluation. She built the foundations for an online operation and traveled internationally to develop partnerships in Singapore, Hong Kong, and Malaysia while at UIU. Prior to starting her administrative career, Pedersen served as a faculty member at the University of Nebraska at Kearney. Pedersen holds bachelor of science and master of science degrees from the University of Nebraska-Lincoln and a doctor of philosophy degree from Oklahoma State University.
