Accelerated Change: Challenges and Opportunities

As online teaching and learning continues to evolve at accelerated paces, new challenges and opportunities arise within academia, industry and government. Each of us see these challenges and opportunities through a different lens – enabling noteworthy conversation on trends in the design, development, delivery, and administration of online, blended, and web-enhanced teaching and learning.

These conversations generate a myriad of questions which we bring to our Plenary Panelists to explore. Through the expressions of students, faculty, program and institutional directors, these thought leaders will share their perspectives on these questions as they relate to the challenges of today, and opportunities for the future.

Panel of Experts

Carl Moore

Carl Moore, University of DC

Dr. Moore is currently the Director of the Research Academy for Integrated Learning (RAIL) at University of DC. He also serves as an adjunct Assistant Professor Temple University’s Teaching in Higher Education Certificate program in the College of Education.

He has a Doctorate of Education in Urban Education from Temple University and a Masters of Arts from The Ohio State University in Higher Education Administration. His dissertation investigated how exemplary college faculty employ Universal Design for Learning principles in their teaching practices. Carl has been teaching for over 12 years and has created and instructed a variety of courses in education at Temple, Cabrini College, and Arcadia University in both face-to-face and online formats. He also frequently an invited speaker and consultant on inclusion, leadership, and teaching and learning related topics.

Prior to his current role, Carl was the Assistant Director of the Teaching and Learning Center at Temple University. He also served in a number of student services roles that focused on providing individual and institutional support to retain and advance learner success. These roles include: at the Community College of Philadelphia, Director of Student Success Initiatives; at Temple, Associate Director of Fox Advising, Assistant Director of Multicultural Education; at Kutztown University, Upward Bound TRIO Program Director. As a self-described social justice advocate and “techie,” the sum Carl’s passion lies in the development of programs on teaching with technology and inclusion in higher education.”



Coral Rojas, University of Central Florida

Coral Rojas, Coordinator, Accreditation and Quality Assurance

Ms. Rojas currently serves as coordinator of accreditation and quality assurance in the Office of the Provost and Executive Vice President at the University of Central Florida (UCF). In her role, Ms. Rojas manages several institutional processes to assure compliance with regional accreditation standards and state requirements as well as overall academic program quality.

In 2014, she completed a newly launched fully online bachelor’s degree program in Communication Arts at Florida International University. Her experience as a fully online student and concurrent professional role in accreditation, ignited her passion for online education and made her a surrogate advocate for equitable student services and experiences for students learning at a distance. She informally consults with units within and outside her institution in matters related to online learning.

Ms. Rojas is currently pursuing a master’s degree in Applied Sociology from UCF.


 Jacqueline Scoones

Jacqueline E. Scoones, Skidmore College

Jacqueline E. Scoones, Ph.D., is Director of the Master of Arts in Liberal Studies Program at Skidmore College, where she was asked to coordinate the process of determining with faculty whether the unique MALS program, one of the early distance education programs for non-traditional students, could be successfully restructured. Faculty opted to discontinue the program by 2020, and Scoones continues to support current students while managing the program’s closure.

Scoones has been engaged in some way with innovative learning practices since childhood. A product in part of alternative public education, Scoones developed extensive teaching experience working with students from diverse backgrounds, which she accumulated in a variety of institutional settings, including Skidmore College, San Diego Mesa College, the University of Redlands Whitehead College, and Metropolitan Community College. Scoones was also an instructor at the University of California, Irvine, where she completed her doctoral degree in English after earning her master’s degree through UC Irvine’s Summer M.A. Program for Secondary School teachers. Her teaching practices have been richly informed by her non-traditional career path, which includes experience as an administrator at the Opera Company of Philadelphia, the University of California at San Diego, Cornell University, and KANEKO, a not-for-profit organization devoted to fostering creativity. For nearly a decade, Scoones spent most weekends as a skydiving coach and instructor, which gave her spectacular perspective on effective, innovative teaching techniques.



Vincent J. Del Casino, Jr., University of Arizona

Dr. Vincent Del Casino is Vice Provost for Digital Learning and Student Engagement and Associate Vice President for Student Affairs and Enrollment Management. He oversees programmatic and curricular development for UA Online and plays a leadership in the expansion of digital learning experiences on campus more broadly. In addition, he oversees the University of Arizona’s 100% Engagement Program. He reports directly to the Senior Vice Provost for Academic Initiatives and Student Success/Senior Vice President for Student Affairs.

Before taking up his post as Vice Provost, Dr. Del Casino was Associate Dean in the College of Social and Behavioral Sciences at the University of Arizona. As Associate Dean he served on a number of University-wide committees including the Responsibility Centered-Management (RCM) Steering Committee and chairing the RCM Sub-Committee on Undergraduate Revenue and Financial Aid.

He also is a Professor of Geography and Development with interests in social, cultural, and health geography in Southeast Asia and the United States. His past projects have included studies of the relationships between HIV prevention programs and drug use, the politics of ‘the body’ and biomedicine, and the interconnections between transportation, mobility, and homelessness.

He has collectively published five single-authored, co-authored, and edited books as well as over 40 articles and invited book chapters. He has held grants from the Metrans Transportation Center of the University of Southern California and the University-wide AIDS Research Foundation of the University of California and been part of collaborative research funded by the Substance Abuse and Mental Health Services administration (SAMSHA). He has held a Visiting Research Fellowship at The Australian National University and given numerous conference presentations and invited lectures at a number of national and international venues.

Phylise Banner, eLearning Craft & Phylise Banner Consulting

Phylise Banner is the President and Master Craftswoman for eLearning Craft, and President, Phylise Banner Consulting.

She has been working in the field of online teaching and learning since 1997, planning, designing, developing, and delivering online courses, programs, and faculty development initiatives. As an online learning evangelist, she actively seeks out opportunities to experiment with emerging technologies in order to best serve faculty and students, and to create communities of lifelong learners.

She is featured regularly at regional, national and international conferences, speaking on the topics of online teaching and learning, faculty development, instructional strategy, experience design, social media, information visualization and GIS technologies. She also teaches Digital Storytelling online for SUNY Polytechnic Institute, and in person for the Academy for Lifelong Learning at Empire State College.

She is an Adobe Education Leader, STC Fellow, performance storyteller, avid angler, aviation enthusiast, and currently training to be a private pilot. She is also the proud owner of a 1967 Amphicar.
