Ryan Anderson (IELOL Alumni 2024; Faculty 2025)
Ryan Anderson is a member of the senior leadership team within the Universities of Wisconsin Office of Online & Professional Learning Resources (OPLR). In this capacity, he guides the organization’s mission to deliver exceptional service and support across all 13 Universities of Wisconsin and the Universities of Wisconsin Administration in online and continuing education, teaching and learning, and workforce training.
Before joining OPLR, Anderson honed his expertise at Epic, the nation’s leading healthcare software company, where he served as the divisional leader for e-learning and training. His career also includes time as an adult education instructor at Madison College and as a K-12 educator, experiences that have deepened his understanding of diverse learning needs and environments. A sought-after speaker at regional and national conferences, Anderson thrives on building high-performing teams, empowering individuals to leverage their unique talents for collective success.
A recognized innovator in online education, Anderson has seamlessly blended technology with instructional design to transform the virtual learning experience. In 2016, he received UW-Madison’s Shauna Schullo Best Distance Teaching Practices Award. Under his leadership, his team collaborates with faculty on a rigorous design process informed by the latest instructional theories. They employ cutting-edge practices such as competency-based education, virtual reality, gamification, adaptive learning, scenario-based learning, microcredentialing, and Generative AI.
Beyond his professional achievements, Anderson is a passionate outdoorsman who enjoys hiking, fishing, and hunting with his family. An active member of his community, he dedicates time to supporting various philanthropic initiatives, embodying a commitment to service both inside and outside the workplace.

Bryan Aylward, Psy.D. (IELOL Alumni 2021; Faculty 2024 – 2025)
Dr. Bryan Aylward is the Associate Vice President overseeing The Office of Academic Innovation, Operations and Technology for The University of Arizona Global Campus. Dr. Aylward has over 17 years of experience in higher education operations across numerous departments including student services, registrar, curriculum operations, and currently within the Office of the Provost. In addition to this experience, Dr. Aylward has been an associate faculty member for the Forbes School of Business and Technology® since 2012 with focused instruction on leadership and management courses for the college. Dr. Aylward is an advocate of high-quality education, with experience in online and traditional classroom formats, as well as hybrid classroom formats (Online and Classroom), and is well-versed in the challenges that exist for both students and faculty. Dr. Aylward received his Doctor of Psychology, with a specialization in Business and Organizational Leadership in 2017 from the University of the Rockies in Denver, CO. Dr. Aylward is also an alum of the Institute for Emerging Leadership in Online Learning (IELOL) in 2021.
The Office of Academic Innovation, Operations and Technology encompasses six primary functions within Academic Affairs. These include the Innovation & Technology team, the Faculty Scheduling team, the Contracts & Payroll Compliance team, Academic Project Management, Practicum Coordination, as well as the Data and Academic Systems team. Each of these departments has a direct influence on the university’s mission and goals as we strive to support our faculty and staff in support of student success in their completion of programs and educational goals.
The Office of Academic Innovation, Operations and Technology is an essential department within Academic Affairs and is involved in almost all aspects of the faculty life cycle. The Office of Academic Innovation, Operations and Technology is responsible for managing and maintaining all academic data and faculty records making this team responsible for management of all faculty data for reporting purposes, both internally and externally.

Bettyjo Bouchey, Ed.D. (IELOL Alumni 2018; Faculty 2024 – 2025)
Dr. Bettyjo Bouchey is the Chief Professional & Continuing Education (PACE) Officer at the University of Vermont. As one of the longest-standing PACE units in higher education, the team serves the institution offering high-quality online and hybrid non- and degree offerings in collaboration with the university’s academic units and institutes, workforce development, and lifelong learning opportunities to Vermont residents and beyond.
Dr. Bouchey holds a B.A. in Psychology from the University of Albany, an M.B.A. in Entrepreneurship from Rensselaer Polytechnic Institute, and a Doctorate in Education from Northeastern University. Her research interests include the nature and future of organizational structures of online units in institutions of higher education, as well as inventive and high-impact pedagogical practice in online teaching, inclusive of artificial intelligence and machine learning.

Dr. Bouchey participated in IELOL in 2018; has volunteered in many capacities with OLC over the years; serves on the faculty of the Institute for Professional Development since 2020, co-edited OLC Press’s first volume entitled From Grassroots to the Highly Orchestrated: Online Leaders Share Their Stories of the Evolving Online Landscape in Higher Education published in 2023; and was honored as an OLC Fellow in 2023.

Carmin Chan, Ph.D. (IELOL Alumni 2020; Faculty 2025)
Dr. Carmin Chan is the Vice Provost of NAU Online at Northern Arizona University. Dr. Chan serves as NAU’s Chief Online Learning Officer (COLO) and leads the Instructional & Creative Design group, Program Operations, Success Coaching, and Personalized Learning teams. She also serves as NAU’s SAN coordinator and ABOR-appointed representative on the AZ-SARA Council.
With more than 15 years of experience in public higher education, Dr. Chan has been a staunch advocate for increasing access and promoting institutional changes necessary to make public colleges and universities more inclusive of the needs of post-traditional student populations including online learners, transfer students, and student veterans. Dr. Chan is an online education subject matter expert including leadership roles on the Council of Chief Online Learning Officers (C-COLO) and the 2023-24 Chair of the Online Administration network within UPCEA, an invited author and guest speaker on several higher education-focused podcasts and blogs, and has been a frequent presenter with professional organizations including the Online Learning Consortium, UPCEA, NACADA, NABCA, and the Arizona Innovation Alliance (AIA). Before joining NAU in early 2024, Dr. Chan previously held a variety of leadership roles within Arizona Online at the University of Arizona.
Dr. Chan’s research focuses on the Funds of Knowledge brought by military-connected students and the assets and impact that post-traditional populations have on increasing college access as change agents within the higher education landscape. She earned her Ph.D. in Higher Education from the University of Arizona, her M.Ed. in Special Education from Arizona State University, in partnership with Teach for America, and her bachelor’s degree from New York University with a double-major in Sociology and History. She was also a member of the IELOL 2020 cohort.

Gary Chinn, Ph.D. (IELOL Alumni 2014; Faculty 2024 – 2025)
Dr. Gary Chinn is Assistant Dean for Digital Learning and Director of Integrative Arts at Penn State University’s College of Arts & Architecture. He leads the Office of Digital Learning, which collaborates with faculty in the design, development, and delivery of fully online programs and courses, curricular design of new academic programs, and technology integration in support of resident instruction. In addition to an administrative role, Dr. Chinn teaches online at both the undergrad and graduate levels for the College of Education and the College of Arts & Architecture at Penn State. Additional past roles at the university include an interim head position with the Department of Graphic Design and a yearlong term as an Administrative Fellow with the Office of the President.
Dr. Chinn conducts research into technology-enhanced methods for the teaching of design, specifically focused on the impact of technology on the design studio context. In addition, Dr. Chinn’s research projects include mixed method approaches to identifying factors in online learner affinity toward their educational institution as well as measuring the impact of online learning modalities on general education undergraduate courses. Dr. Chinn serves on the Educause Review advisory committee and acts as a reviewer for the Review of Educational Research.
Dr. Chinn holds a B.S. in film from the University of Texas at Austin, an M.S. in instructional systems technology from Indiana University at Bloomington, and a PhD in learning, design, and technology from Penn State’s College of Education. Chinn is active in professional associations, including 1EdTech, the Council for Adult & Experiential Learning, and the Online Learning Consortium. Dr. Chinn has held leadership roles in the University Professional & Continuing Education Association (UPCEA), WCET, and Educause.

Maricel Lawrence. Ed.D. (IELOL Alumni 2018; Faculty 2024 – 2025)
Dr. Maricel Lawrence is the Innovation Catalyst at Purdue Global, where she plays a key role in shaping the future of education and work. She earned her Doctor of Education in Leadership & Innovation from Arizona State University, her master’s in adult education and training from Colorado State University, and her bachelor’s degree in Spanish from Indiana University. Maricel’s career in higher education began at Purdue University, where she contributed to the development and launch of online courses and programs. Before joining Purdue Global, she served as the executive director of UMOnline at the University of Montana, where she worked closely with the university’s colleges to identify growth opportunities based on learner needs, workforce demands, and industry trends.
Dr. Lawrence is actively involved in research focused on integrating futures capacities within higher education institutions. Her interest in strategic foresight began during her time at the University of Montana, where she engaged in foresight practices to envision the university’s future. In 2021, she further pursued her passion for strategic foresight by establishing a strategic foresight team at Purdue Global, collaborating with practitioners and researchers worldwide to shape a visionary path forward.

Gloria Niles, Ph.D. (IELOL Alumni 2019; Faculty 2024 – 2025)
Dr. Gloria Niles is the Director of Online Learning for the University of Hawaiʻi System, where she oversees online education strategies for the system’s ten campuses. In this role, she champions innovation in digital pedagogy, fostering excellence in online teaching and learning. Her leadership ensures the integration of cutting-edge technologies and inclusive teaching practices, creating equitable access to education for Hawaiʻi’s diverse student population.
Dr. Niles has enjoyed a varied career in academia from the time she became a chiropractor and then added a degree in Organizational Management and later degrees in Online Teaching and Learning and a Ph.D. in Education with a focus on Special Education Leadership. In addition to a teaching career in Special Education and the training of educators in the UH West Oʻahu Education Division, Dr. Niles earlier served as Dean of Academic Affairs at Palmer College in Florida. In 2015, she brought all of this experience to her wide-ranging duties at UH West Oʻahu in both the Office of Distance Learning and the Office of Professional Development and Academic Support. The combination of experience and training in distance education modalities with practical experience in the classroom and as an administrator makes Dr. Niles uniquely qualified to serve the professional development and online learning needs of the faculty, staff, and students across the University of Hawai’i System.
In addition to her work with the University of Hawai’i, Dr. Niles is actively involved in the profession serving as an accreditation peer reviewer for WSCUC, an IELOL alumnus, a member of the steering committee for the WICHE Cooperative for Educational Technologies (WCET), the Core Committee of the Professional and Organizational Development (POD) Network, and the NC-SARA Institution Advisory Committee.

Matt Vick, Ph.D. (IELOL Alumni 2020; Faculty 2025)
Dr. Matt Vick is a professor of curriculum and instruction and dean for the School of Graduate Studies and Continuing Education at the University of Wisconsin-Whitewater. He participated in the 2020 IELOL cohort. Matt has presented at numerous OLC conferences on topics such as adaptive learning, leadership challenges, and financially managing online programs as a non-business-trained dean/director. UW-Whitewater’s 1600 graduate students are mostly served through online programming. Several innovative programs have blended synchronous learning to expand the reach of their human service programs to rural and underserved populations. He values the access to education that online and digital formats provide to many different populations of students.

Brad Washington, Ed.D. (IELOL Alummi 2018; Faculty 2025)
Dr. Brad D. Washington is the Equity in Design Lead for Learning-Centered Design & Analytics in Program Development at Western Governors University. In his current role, Dr. Washington collaborates across each of the university’s schools to drive greater student learning outcome success for the more than 100,000 students at WGU through data-driven equity measures. He has 20 years of experience in higher education as a professor and administrator.
Dr. Washington’s experience in online education dates back to his 2009 role as an Associate Academic Specialist with the University of California, Berkeley’s International and Area Studies’ Institutes and Centers. Beginning in 2012, Dr. Washington led and developed online programs in higher education throughout Northern California, while also holding the position of assistant professor in the field of education.
He has been a part of several initiatives, including serving on the National Council for Online Education’s (NCOE) Innovation Subcommittee. Brad was also the U.S. Department of Education’s Title VI Program Reviewer for International Education Studies for the University of California, Berkeley, and a former board member for the TESOL International Association.
Dr. Washington holds a doctorate in education from the University of San Francisco, with continuing studies through UPCEA’s 2022 PCO Leadership program, and the 2024 National Association for Diversity Officers in Higher Education’s (NADOHE) Standards of Professional Practice Institute.
As a 2018 IELOL alum and contributor to the Online Learning Consortium’s (OLC) Digital Learning Equity and Innovation initiatives, he has a deep appreciation for the knowledge and community built through this experience.
Support Staff

Josh Herron (IELOL Alumni 2016, IELOL Co-Director)
Josh Herron is the Director of Professional Learning for OLC. In this role, he guides the strategy and operations of OLC’s Center for Professional Learning. He has over fifteen years of higher education administrative and instructional experience. He has also published and presented widely on higher education practices, pedagogical research, and interdisciplinary scholarship. Josh holds a PhD in Rhetorics, Communication, and Information Design from Clemson University and an MA in English from the University of North Carolina at Greensboro.

Elisabeth Stucklen (IELOL Alumni 2020, OLC Instructional Designer, IELOL Co-Director)
Elisabeth Stucklen is an instructional designer in the Online Learning Consortium’s Center for Professional Learning, where she manages the Instructional Designer and Advanced Instructional Designer Certificate Program, the Instructional Design Professional Certification, the 4-week workshops program, and serves as the instructional designer on the planning team for the Institute for Emerging Leadership in Online Learning (IELOL) program. She has worked in online higher education and instructional design for over 21 years. Prior to joining OLC, she worked as the senior instructional designer at Mount Washington College (MWC) in Manchester, NH, where she was responsible for creating new online courses, providing training and support for faculty, and assisting the director in monitoring the course development process. Before MWC, she worked at Lesley University providing professional development and course design assistance to faculty. In addition to her role with the OLC, Elisabeth also teaches online for Brandeis University in their Masters in Learning Experience Design program and has served as a mentor in the Educause ID2ID cross-institutional peer mentoring program for the instructional designer.
Elisabeth holds a Master of Science in Instructional Design and Technology from Emporia State University and a Bachelor of Science in Visual Communication Technology from Lesley University and is a graduate of the 2020 cohort for the Institute for Emerging Leadership in Online Learning (IELOL).

Dylan Barth (IELOL Alumni 2017, IELOL Global Alumni 2022, IELOL Co-Director)
Dylan Barth is the Assistant Vice President (AVP) of Learning and a Co-Director of the Institute for Emerging Leadership in Online Learning (IELOL). Dylan provides strategic vision and oversight for professional development, research and publications, and the Quality Scorecard Suite at OLC. He has 20+ years of experience teaching in higher education and 12+ years working in faculty and instructional development. Dylan holds a Ph.D. in English from the University of Wisconsin-Milwaukee with an emphasis on masculinities in contemporary post-apocalyptic fiction.
