Introduction

It is Monday morning, and a learner logs into an online course to begin the week. The assignments are posted, discussion prompts are visible, and an announcement outlines upcoming deadlines. Yet before engaging, the learner pauses. Is it acceptable to use an artificial intelligence (AI) tool to brainstorm ideas? What does the instructor mean by “substantive participation”? If a question seems basic, is it worth asking in front of the entire class?

These moments happen in online courses every day, even when educators cannot see them. Learners may enter digital spaces with curiosity, motivation, and relevant life experience, while also carrying uncertainty about expectations, technology, communication, and belonging. Sometimes that uncertainty leads to engagement. Other times, it quietly becomes withdrawal.

As online education continues to evolve, educators have an opportunity to think beyond access to content. Learners also need access to emotional safety. Simply put, learners are more willing to participate when they feel safe asking questions, sharing ideas, making mistakes, and revising their thinking as part of the learning process. Emotional safety does not lower academic standards. Instead, it helps create the conditions that make rigorous learning possible.

This issue has become even more important as AI tools become part of everyday academic life. Learners are now navigating questions about ethical use, originality, transparency, and academic integrity. They may wonder when AI assistance is acceptable, when it should be disclosed, and whether using a tool could place them at risk of violating course expectations. A learning environment built on clarity, trust, and open communication can reduce confusion while supporting responsible technology use.

One practical approach is the C.A.R.E. Framework: Clarity, Accessibility, Responsiveness, and Empowerment. These four principles offer educators a simple way to strengthen emotional safety in online course design and facilitation.

Clarity

Clarity helps learners know where they are going and how to get there. In online courses, unclear directions can quickly become barriers. A vague participation policy, a complicated assignment description, or an unclear AI-use statement can leave learners guessing instead of learning.

One simple strategy is to explain expectations in plain language. For example, if AI-assisted brainstorming is allowed for an assignment, say so directly. If learners must disclose how they used a tool, provide a brief model statement. If AI use is not appropriate for a specific task, explain why independent work is necessary for that learning outcome.

Clarity can also be strengthened through weekly overview messages, transparent rubrics, and assignment instructions that explain both the task and its purpose. When learners understand what is expected, they are more likely to participate with confidence.

Accessibility

Accessibility is more than a compliance requirement. It is a design commitment. Accessible online learning anticipates learner variability and reduces unnecessary barriers before they interfere with participation.

The Universal Design for Learning framework encourages educators to identify barriers in the learning environment rather than assuming the difficulty belongs only to the learner (CAST, 2024). In practice, this might mean using clear headings, readable documents, captions for videos, alternative text for images, meaningful links, and organized course navigation.

Consider a learner reviewing course materials on a mobile device during a work break. Another learner may rely on captions while watching a video in a shared space. Someone else may need materials that work well with assistive technology. These are not rare exceptions; they are reminders that online learners access courses in different ways.

Accessibility also includes offering more than one way to engage or demonstrate learning when course outcomes allow it. A traditional discussion board may work well for some learners, while others may communicate more effectively through a short reflection, presentation, recorded response, or applied project.

Responsiveness

Online learners benefit from knowing that someone is present and attentive. Responsiveness does not mean instructors must always be available. It means communication is predictable, respectful, and timely enough to help learners stay oriented.

Small actions can make a significant difference. A weekly announcement can preview goals and common challenges. Constructive feedback can identify what a learner did well and what to improve next. A short discussion summary can show that contributions were read and valued. A brief check-in survey can help identify confusion before it becomes disengagement.

For example, an instructor might ask two simple questions at midweek: “What is clear so far?” and “What question or concern remains?” Responses can help the instructor adjust communication, clarify expectations, or provide additional support before learners fall behind.

Responsiveness communicates an important message: learners are not navigating the course alone.

Empowerment

Empowerment recognizes learners as active participants in their own learning. It gives them opportunities to make choices, reflect on progress, connect content to lived or professional experience, and develop confidence as learners.

This does not mean lowering expectations. It means creating pathways for learners to meet expectations in meaningful ways. For instance, learners might choose from several project topics, connect a concept to their workplace or community, or reflect on how their understanding changed over time.

AI offers a useful example. Instead of framing learners only as potential misusers of technology, educators can help them develop judgment. A prompt might ask: “How did the AI tool influence your thinking, and what did you revise, question, or reject?” This shifts the conversation from surveillance alone to ethical decision-making, transparency, and digital literacy.

Empowerment helps learners become more accountable, not less.

Applying C.A.R.E. in Practice

The C.A.R.E. Framework does not require a full course redesign. Many changes can be made through modest, intentional adjustments.

Educators might:

  • Add a plain-language AI-use statement to assignments and syllabi.
  • Begin each module with a brief overview of learning goals.
  • Create anonymous opportunities for questions.
  • Use short pulse surveys to identify confusion or barriers.
  • Offer structured opportunities for reflection and learner choice.

Language also matters. APA Style encourages writers and educators to communicate with respect, precision, and attention to bias (American Psychological Association, n.d.). In online courses, this principle applies to syllabi, announcements, policies, feedback, and discussion prompts. Inclusive language avoids assumptions about learners’ identities, responsibilities, resources, prior knowledge, or reasons for needing support.

Emotional safety should not be treated as separate from academic quality. It is part of quality. A course can be intellectually demanding and still be clear, accessible, responsive, and empowering.

Looking Ahead

As conversations about AI, accessibility, and digital learning continue to evolve, emotional safety deserves a place alongside other indicators of educational quality. Learners are often more willing to engage in challenging academic work when expectations are clear, interactions are respectful, and participation feels meaningful.

The C.A.R.E. Framework offers a practical starting point for educators who want to design online learning environments where learners can belong, contribute, question, revise, and grow. It also provides a foundation for future scholarship on emotional safety, digital well-being, ethical AI use, and learner engagement in online education.

As educators, we cannot control every change in technology. We can, however, influence how learners experience our courses. When learners encounter clarity, accessibility, responsiveness, and empowerment, they are more likely to participate, persist, and succeed. In an era defined by rapid technological change, designing for emotional safety may be one of the most human—and most impactful—choices educators can make.
